Smoking marijuana isn't healthy, but neither is smoking cigarettes or drinking too much alcohol. Marijuana should be legalized and distributed by the government.  This would generate revenue for the government and save the police and courts time and money.  It would also take away revenue from organized crime.

Use the proceeds from the sale of marijuana for advertising its health risks and for health-care expenses related to its use.  This way, taxpayers don't have to foot the bill for costs associated with the drug.
